There has been a lot of discussion on the benefits of installing a free-flowing air intake. I'm not especially worried about hydrolock. What is the current thinking about what is the best setup? Short Ram, CAI? Is there a preferred brand?

Fujita makes nice intakes. A shortram is your best bet.

Why is a short ram better that a cold air setup? I would think that cooler, denser air would be superior to merely getting a good filter.

Well, on the xB, the filter of a shortram sits inside the bumper, just beneath the driver's side headlight. A CAI will draw air only 3-4" lower than that, but there will be more piping involved.
While you might get slightly cooler air with a CAI, the pathway to the throttle body is more restrictive.
A short ram on the box gets you the best of both worlds, high flow and cool air.

There is an economical unit at http://www.k2motor.com/afcxb04.html. Has anyone tried this on a Gen-I xB? Does it have the breather AFTER the MAF sensor?

Yea. That's what we would call a crappy ebay intake.
Some people have had success with those, but I'd never put one on my car.
And yea, it has the breather after the MAFS which could potentially foul the sensor.
